If you know someone with a big lawn, you could rent a tent and do it there.  Also, some of the county parks (like near the bbq areas) are really cheap, and you could possibly set up a tent there.  
Feel free to shoot me a personal message with questions.  I'm currently planning my wedding too, but it's for November.  We're having ours at Whitehall in Bluemont.  Catering and all rentals (tables, napkins, etc) will come out to around 14,000  - 15,000 for around 150 people.  
I haven't gone to florists yet, but some people go to Costco.  If you're not fussy on colors, you could see what you can get on the day by vendors on the side of the road (I think there are a few on the more country road areas of Virginia and Maryland).

My sister is getting married and after looking at a toneof historic houses, country clubs etc in the Northern VA area she went with the International Country Club in Fairfax http://www.internation.../ .  I don't know how much it works out to but it ended up being a lot cheaper for space + dinner than most other similar locations and I went to the menu tasting there and it was very good.  Its a pretty location if you're looking for a little outside of the city.  The only complaint is that the woman running the wedding planning seems to overbook her meeting schedule but thats not a big deal.  Good luck!

I would recommend using a local park for your ceremony and reception or a local fire squad hall these places are usually budget friendly.  I would second using Costco to get your flowers or Giant.  We used Giant when we were married and they were beautiful and inexpensive (compared to florists).  Try Wal-mart and partyco to get decorations and supplies such as napkins and tablecloths.  Good luck!

pass out disposable digi cameras to your guests instead of hiring a pro photographer. get friends to help you make place cards and favors, shop for your own flowers, have a baker friend make pretty cupcakes instead of spending a lot of cash on a wedding cake. and i second the motion for using a public park as a venue.

Have the wedding at a restaurant that hosts weddings. It will cut down on the number of vendors you deal with, if its well decorated you dont have to worry about decorations, and if they have a coordinator, they will set things up for you leaving you time to deal with other things.

Think about what is important to you and what is not. What would you like for your money to be spent on, and what you really don't care for. I didn't get a cake (and had a souffle that came with the wedding meal instead), and didn't get centerpiece flowers since the restaurant was so well decorated.

Target and Michaels have pretty invitations. Michaels also has cheap fabric petals for flower girls

Use the Washingtonian for preferred vendors. The vendors I have dealt with have been very professional, saving me stress

For hair and makeup, get both done at the same salon. It costs more to have separate vendors that specialize in wedding makeup. Also you wont have to worry about rushing from place to place on the wedding day, or paying more for the vendors to come to your house or hotel room.  You must not skimp on getting a trial... The trial is a must

for cake, you could go ultra cost-effective and get a friend to make tons of cupcakes and pile them on a homemade cupcake tower. or you can go with a home-baking business. i recommend stefaniescakes.com-- she did a bday cake that came out deliciously and she's pretty affordable and does wedding cakes as well.

I think that what you pay for is what you get...
in a year or 20 years, you're going to look back and regret not budgeting for a professional wedding photographer.
you have a nice cake made, nice flowers, why not invest in the ONLY thing that lasts forever?
Trust me, not because I am a professional photographer, but because I truly appreciate real professionals and good photos.

I just got married, here are some ways I saved some money:

1) Candle centerpieces--much, much less than flowers and you can actually continue to use them. I put three different size cylinder vases on a mirror, with candles in each one.

2) Have a friend make the cake, then buy sheet cake from Costco if you need more cake then the "pretty" cake will yield. And remember by the time you cut the cake, many people will have left and others won't want cake. In other words, don't need enough to feed your entire guest list.

3) Look at vendors outside of a metro area that are willing  to drive. For example, we got married in DC but found a Baltimore photographer who was willing to drive to DC at no extra charge and was MUCH less than DC photographers.

4) Favors--80 percent of wedding favors I've received I threw away. So I did not give any.
